The Parents and Citizens' Association is an active group of parents and community members committed to supporting Bulimba State School. Working closely with the Principal and school staff, the P&C strives to enhance the learning and social environment for all students.

Our Key Aims
The P&C's key aims for the Bulimba State School community
Cooperation
Encourage close cooperation between the parents, members of the community, teaching staff and students.
Advice to the Principal
Provide advice and recommendations to the Principal on issues and concerns around the operation of the school.
Parent participation
Encourage parent participation and involvement in the school.
A forum for parents
Be the forum for parents to discuss issues pertaining to the school and its community and for gathering opinions.
Communication
Promote and support communication and cooperation within the school community.
Extra resources
Provide extra resources for the benefit of students through fundraising activities.

Governance
School Council – Parent Members
Bulimba State School is an Independent Public School administrated by a School Council. The Council includes parent, student and teacher representatives. The P&C Association President and two parent representatives are members of the School Council.

The Executive
President
Provides strategic leadership and ensures the P&C operates in line with legislation, constitution and community expectations.
Responsibilities:
- Chairs General and Executive meetings
- Strategic oversight of all business units
- Liaison with School Principal
- Ensures governance compliance
- Escalation point for risk and regulatory matters
- Ensures VP portfolio accountability
- Signs off major contracts and agreements
Accountable for: Overall organisational performance and governance integrity.
Treasurer
Safeguards financial sustainability and compliance.
Responsibilities:
- Presents monthly financial reports
- Oversees budgets for each business unit
- Ensures audit readiness
- Monitors cash reserves
- Reviews wage ratios and margins
- Ensures financial controls are followed
Accountable for: Financial health and sustainability.
Secretary
Maintains governance integrity and documentation.
Responsibilities:
- Records meeting minutes
- Maintains compliance register
- Ensures proper motions and resolutions
- Maintains policy register
- Oversees document management
Accountable for: Governance records and compliance transparency.
Vice President Portfolios
VP – OSHC (Approved Provider Oversight)
Oversees governance of the Outside School Hours Care service.
Responsibilities:
- Works with OSHC Service Manager
- Reviews monthly OSHC report
- Monitors compliance with NQF and ACECQA
- Oversees staffing and HR escalations
- Reviews risk and incident summaries
- Monitors fee setting and sustainability
- Ensures alignment with OSHC Strategic Plan
Not responsible for:
- Day-to-day management
- Staff rostering
- Individual family matters
Accountable for: Governance and regulatory oversight of the childcare service.
VP – Food Services (Smart Bites)
Oversees governance of the tuckshop and retail operations.
Responsibilities:
- Reviews monthly financial performance
- Monitors compliance with food safety standards
- Oversees menu policy alignment
- Reviews equipment replacement plans
- Monitors retail margins
- Supports Retail Manager with strategic direction
Accountable for: Operational sustainability and compliance of food services.
VP – Events & Fundraising
Leads school events and fundraising initiatives.
Responsibilities:
- Oversees annual events calendar
- Coordinates fundraising strategy
- Ensures event risk assessments completed
- Manages event subcommittees
- Monitors event profitability
Accountable for: Community engagement and fundraising performance.

How the P&C delivers its essential services
There are insufficient volunteers to deliver all of the essential services provided by the P&C. This requires the P&C to supplement its team with paid full-time, part-time and casual employees. These essential service delivery areas include:
